Job Title: Access, Security and Safety Officer
Department: Operations
Duty Station: Kumba (with frequent travel to field offices and project sites)
Contract Type: Full-time
Duration: 12 months (renewable based on performance and funding availability)
Reports to: Executive Director / Operations Manager
Position Summary
The Access, Security and Safety Officer will be responsible for developing, implementing, and monitoring AMEF’s security management framework to ensure safe program delivery, secure staff movement, and sustained humanitarian access in conflict-affected areas.
The Officer will support safe implementation of programs related to protection of women and girls, legal assistance (ICLA), peacebuilding, gender equality advocacy, and humanitarian interventions.
Key Responsibilities
1. Security Risk Assessment & Analysis
• Conduct regular security risk assessments in all operational areas.
• Monitor and analyze the evolving security context in South-West and North-West
regions.
• Produce regular security briefings and situational updates for management.
• Identify operational risks affecting staff, assets, and beneficiaries.
2. Access Management & Community Acceptance
• Support humanitarian access negotiations through engagement with local authorities,
traditional leaders, and community stakeholders.
• Strengthen community acceptance strategies aligned with AMEF’s protection and
peacebuilding work.
• Develop access strategies to ensure safe delivery of services in high-risk areas.
• Support conflict-sensitive programming and “Do No Harm” principles.
3. Staff Safety & Movement Coordination
• Develop and maintain staff movement tracking systems.
• Approve and monitor field movement plans in coordination with Logistics.
• Provide pre-deployment security briefings for field staff.
• Ensure compliance with travel safety protocols.
• Monitor vehicle movements and high-risk travel routes.
4. Security Policies & Procedures
• Develop and update AMEF’s Security Management Plan (SMP).
• Establish and maintain Standard Operating Procedures (SOPs) for:
o Office security
o Field missions
o Emergency response
o Evacuation procedures
• Ensure staff adherence to security protocols.
5. Incident Management & Reporting
• Establish incident reporting mechanisms.
• Investigate and document security incidents.
• Provide recommendations to prevent recurrence.
• Coordinate emergency response during critical incidents.
6. Safety & Office Security
• Conduct safety audits for AMEF offices and warehouses.
• Ensure adequate physical security measures (locks, lighting, safe storage).
• Support safe storage and protection of assets.
• Coordinate safety drills (fire, evacuation, emergency preparedness).
7. Training & Capacity Building
• Conduct regular security awareness training for staff.
• Provide training on personal safety, risk mitigation, and field protocols.
• Support drivers on road safety standards and defensive driving principles.
8. Coordination & External Liaison
• Liaise with local administrative authorities and security actors where necessary.
• Participate in security coordination meetings with peer organizations when applicable.
• Maintain professional neutrality in line with humanitarian principles.
Required Qualifications
Education
• Bachelor’s degree in Security Management, Risk Management, Political Science,
International Relations, Law, or related field.
• Previous knowledge in humanitarian response is an asset.
Experience
• Minimum of 3–5 years’ experience in security management in humanitarian or
development settings.
• Experience working in conflict-affected environments.
• Experience supporting humanitarian access in volatile contexts.
Required Skills and Competencies
• Strong risk assessment and analytical skills.
• Knowledge of humanitarian principles and access negotiation.
• Excellent report writing and communication skills.
• Strong coordination and negotiation abilities.
• High level of integrity, discretion, and confidentiality.
• Ability to work under pressure and respond to emergencies.
• Fluency in English (French is an asset).
