VACANCY ANNOUNCEMENT WASH ENGINEER CONSULTANT

The Authentique Memorial Empowerment Foundation (AMEF) is a national non-profit organization committed to promoting gender equality, women’s empowerment, protection, peacebuilding, education, and livelihoods in crisis-affected communities in Cameroon.

As AMEF continues to expand its operations and strengthen institutional systems, we are seeking a qualified, experienced, and highly organized professional to fill the position of: WASH Engineer Consultant.

Project Background

Authentique Memorial Empowerment Foundation (AMEF) is implementing Water, Sanitation and Hygiene (WASH) interventions aimed at improving access to safe water, adequate sanitation facilities, and hygiene promotion services within target communities and institutions. To ensure that all WASH infrastructure interventions are designed, implemented, supervised, and completed in accordance with national standards and humanitarian/development sector best practices, the organization seeks to recruit a qualified WASH Engineer Consultant.

The consultant will provide technical expertise throughout the planning, design, implementation, quality assurance, and completion phases of WASH infrastructure projects.

Objectives of the Consultancy

The specific objectives are to:

  • Conduct technical assessments of proposed WASH intervention sites.
  • Develop engineering designs, drawings, specifications, and Bills of Quantities (BoQs).
  • Support procurement processes through preparation of technical documentation.
  • Supervise construction and rehabilitation works.
  • Ensure quality assurance and quality control during implementation.
  • Verify contractor performance and certify completed works.
  • Provide technical recommendations for operation and maintenance of completed facilities.

Ensure compliance with national engineering standards, environmental safeguards, and donor requirements

Scope of Work

The WASH Engineer Consultant shall undertake, but not be limited to, the following tasks:

A. Assessment and Design Phase
  • Conduct field assessments of water supply and sanitation infrastructure needs.
  • Undertake site surveys and technical feasibility studies.
  • Assess hydrogeological, topographical, environmental, and operational factors affecting proposed interventions.
  • Develop technical designs for:
    • Gravity-fed water systems
    • Solar-powered water systems
    • Water storage and distribution networks
    • Institutional and community sanitation facilities
    • Handwashing facilities
    • Drainage systems
  • Prepare detailed engineering drawings and technical specifications.
  • Develop detailed Bills of Quantities (BoQs) and cost estimates.
  • Recommend appropriate technologies based on local context and sustainability considerations.
B. Procurement Support
  • Prepare technical tender documents.
  • Develop technical evaluation criteria for contractors and suppliers.
  • Participate in bid evaluations when required.
  • Provide technical clarification during procurement processes.
C. Construction Supervision
  • Conduct regular site supervision visits.
  • Ensure works are implemented according to approved designs and specifications.
  • Verify quality of materials and workmanship.
  • Monitor construction progress against approved work plans.
  • Document progress through site reports and photographic evidence.
  • Provide technical guidance to contractors and implementing partners.
  • Identify and address implementation challenges.
D. Quality Assurance and Compliance
  • Ensure compliance with:
    • National building and engineering regulations
    • WASH sector standards
    • Environmental and social safeguards
    • Occupational health and safety requirements
    • Donor requirements
  • Conduct quality inspections at critical stages of construction.
  • Recommend corrective actions where necessary.
E. Testing, Commissioning and Handover
  • Participate in testing and commissioning of completed facilities.
  • Conduct functionality assessments.
  • Verify completion of defects correction.
  • Prepare completion certificates.
  • Support final handover processes.
  • Develop operation and maintenance recommendations.

F. Reporting

  • Prepare inception report.
  • Submit periodic supervision reports.
  • Submit quality assurance reports.
  • Produce a final consultancy report including:
    • Activities conducted
    • Infrastructure completed
    • Challenges encountered
    • Lessons learned
    • Recommendations
    •

The consultant shall produce the following deliverables:

7. Duration of the Assignment

The consultancy is expected to last 8 months.

The consultant will be engaged on a short-term consultancy basis and will work according to an agreed schedule.

8. Duty Station

The consultant will be based in Bangem with frequent travel.

9. Reporting Lines

The consultant will report directly to:

  • Project Manager/Coordinator

The consultant will work closely with:

  • WASH Officer and WASH Assistant
  • Community Structures
  • Local Authorities
  • Contractors and Suppliers
  • School Management Committees
  • Water Management Committees

10. Required Qualifications and Experience

Education
  • Bachelor’s Degree in Civil Engineering, Water Engineering, Hydraulic Engineering, Environmental Engineering, or a related field.
  • Master’s degree is an added advantage.
Professional Experience
  • Minimum of 5 years of relevant experience in WASH engineering.
  • Demonstrated experience in the design and supervision of water supply systems and sanitation facilities.
  • Experience working with NGOs, UN agencies, government institutions, or development partners.
  • Experience in emergency and/or development WASH programming is desirable.
Technical Competencies
  • Engineering design and drafting.
  • Preparation of BoQs and cost estimates.
  • Construction supervision.
  • Quality assurance and quality control.
  • Water system design and hydraulics.
  • Sanitation infrastructure design.
  • Knowledge of Sphere Standards and WASH sector guidelines.
  • Knowledge of national engineering and construction regulations.
Software Skills

Proficiency in:

  • AutoCAD
  • Civil 3D (desirable)
  • EPANET (desirable)
  • Microsoft Office Suite
  • GIS software (desirable)

 

11. Required Documents

12. Code of Conduct and Safeguarding

The consultant shall comply with the organization’s:

  • Code of Conduct
  • Child Safeguarding Policy
  • Prevention of Sexual Exploitation and Abuse (PSEA) Policy
  • Anti-Fraud and Anti-Corruption Policy
  • Occupational Health and Safety Requirements

Any breach of these policies may result in immediate termination of the contract.

13. Payment Schedule

Payments shall be made based on the successful completion and approval of agreed deliverables according to the following indicative schedule:

  • 30% upon approval of inception report and technical assessment, Development of  BOQs, TS and  designs.
  • 40% upon satisfactory supervision and progress of works.
  • 30% upon submission and approval of the final consultancy report and certification of completed works.

The actual payment schedule may be adjusted based on the nature and duration of the assignment.
