Logistics & Procurement Officer

Position Details

Job Title: Logistics Officer
Department: Operations
Duty Station: Kumba (with frequent travel to field offices and project locations)
Contract Type: Full-time
Duration: 12 months (renewable based on performance and funding availability)
Reports to: Executive Director / Operations Manager

  Position Summary
The Logistics Officer will oversee AMEF’s logistics operations, including fleet management,
procurement processes, asset management, office logistics, and coordination of staff
movement across project locations.
The role ensures efficiency, cost-effectiveness, accountability, and compliance with AMEF and
donor policies while supporting smooth program implementation in conflict-sensitive and
humanitarian contexts.

 Key Responsibilities

1. Fleet Management
• Oversee management of AMEF vehicles and motorcycles across all offices.
• Ensure proper vehicle allocation, scheduling, and monitoring of staff movements.
• Maintain updated vehicle logbooks and fuel consumption records.
• Coordinate vehicle maintenance, servicing, and repairs.
• Monitor driver performance and ensure adherence to safety standards.
• Ensure vehicles are insured, registered, and compliant with national regulations.

2. Staff Movement & Field Coordination
• Coordinate safe and efficient staff travel to field locations.
• Develop movement plans considering security and operational needs.
• Maintain movement tracking and reporting systems.
• Ensure vehicles and logistics arrangements are aligned with project schedules.

3. Procurement Management
• Implement procurement processes in line with AMEF policies and donor regulations.
• Prepare procurement plans in coordination with program and finance teams.
• Obtain quotations, conduct bid evaluations, and prepare comparative analysis reports.
• Ensure transparent and competitive procurement procedures.
• Maintain procurement documentation and supplier databases.
• Support contract management and vendor performance monitoring.

4. Asset and Inventory Management
• Maintain an updated asset register for all AMEF offices.
• Conduct periodic physical verification of assets.
• Label and track all purchased equipment.
• Monitor asset transfer between offices and projects.
• Ensure proper inventory management and stock control systems.

5. Office and Warehouse Management
• Ensure smooth functioning of office logistics (supplies, utilities, maintenance).
• Supervise storage and distribution of program materials.
• Ensure safe and secure storage facilities.
• Oversee office setup for new project sites and expansion areas.

6. Compliance and Internal Controls
• Ensure compliance with AMEF logistics and procurement policies.
• Support internal and external audits by providing required documentation.
• Maintain proper filing systems for logistics records.
• Ensure cost-efficiency and value-for-money principles in procurement and fleet use.

7. Security & Risk Management
• Ensure adherence to safety protocols for vehicles and staff travel.
• Monitor operational risks related to transport and field logistics.
• Support implementation of security procedures for field missions.
Required Qualifications
Education
• Bachelor’s degree in Logistics, Supply Chain Management, Business Administration,
Operations Management, or related field.
Experience
• Minimum of 3 years’ experience in logistics, procurement, or operations management.
• Experience working with NGOs or donor-funded projects is highly desirable.
• Experience managing fleet and assets in humanitarian or conflict-affected contexts is
an asset.

Required Skills and Competencies
• Strong knowledge of procurement procedures and asset management systems.
• Experience in fleet management and logistics coordination.
• Strong organizational and multitasking abilities.
• Excellent record-keeping and documentation skills.
• Good negotiation and supplier management skills.
• Proficiency in Microsoft Office (especially Excel).
• High integrity and attention to detail.
• Ability to work under pressure and meet deadlines.
