Position Details

Job Title: ICLA Officer
Department: Protection / Legal
Duty Station: Bangem, Lebialem with frequent field locations travels
Contract Type: Full-time
Duration: 12 months – renewable based on funding and performance
Reports to: Program Manager / Protection Manager

Position Summary

The ICLA Officer will be responsible for implementing activities related to Information,
Counselling, and Legal Assistance (ICLA) to displacement-affected individuals, including
IDPs, refugees, returnees, and vulnerable host communities.
The Officer will support beneficiaries to access and exercise their rights related to:
• Legal Identity Documentation (LID)
• Housing, Land and Property (HLP) rights
• Employment and Labour Rights (ELP)
The role will also support advocacy, capacity building, case management, and coordination
with relevant authorities and stakeholders.

Key Responsibilities
1. Legal Identity (LID) Support
• Provide information sessions on procedures related to national ID cards, birth
certificates, marriage certificates, guardianship, and other civil documentation.
• Conduct individual counselling sessions for beneficiaries seeking legal identity
documents.
• Provide legal assistance, including support in accessing administrative procedures and
court representation where necessary.
• Support beneficiaries with documentation fees through approved financial assistance
mechanisms (cash/voucher support where applicable).
• Maintain accurate case files and documentation records.

2. Housing, Land and Property (HLP) Support
• Provide information and awareness sessions on HLP rights and available remedies.
• Offer counselling to individuals facing land disputes, property occupation issues,
inheritance disputes, and eviction risks.
• Provide legal assistance including mediation (CDR), administrative follow-up, and court
representation where applicable.
• Coordinate with local authorities, traditional leaders, and relevant institutions to resolve
HLP cases.

3. Employment and Labour Rights (ELP) Support
• Provide information sessions on employment rights and labour law procedures.
• Counsel individuals experiencing employment-related disputes or rights violations.
• Provide legal assistance to resolve employment disputes and facilitate access to
employment-related benefits.
• Support referrals to relevant government labour offices and legal institutions.

4. Advocacy and Stakeholder Engagement
• Support advocacy initiatives aimed at improving policies and practices related to legal
identity, HLP, and employment rights.
• Participate in coalitions and legal documentation platforms at divisional or national
level.
• Contribute to briefing notes, legal analysis, and policy recommendations.
• Engage with influencers and decision-makers to strengthen protection outcomes.

5. Capacity Building
• Conduct training sessions for rights-holders, duty-bearers, and public servants on legal
identity, HLP, and ELP.
• Facilitate post-training evaluations and knowledge assessments.
• Support awareness-raising campaigns targeting displacement-affected communities.

6. Case Management and Reporting
• Maintain confidential and well-organized case files.
• Update the project participant database with proper disaggregation (sex, displacement
status, age, etc.).
• Contribute to weekly, monthly, and quarterly reports.
• Ensure compliance with data protection and safeguarding standards.
Required Qualifications
Education
• Bachelor’s degree in Law (LL.B), Legal Studies, Human Rights, or related field.
• Membership in the Cameroon Bar Association is an asset but not mandatory.

Experience
• Minimum of 3 years’ experience in legal aid, protection, or humanitarian programming.
• Experience working with displaced populations (IDPs, refugees, returnees).
• Proven experience in case management and legal documentation processes.
Required Skills and Competencies
• Strong knowledge of Cameroonian civil, land, and labour laws.
• Experience in mediation and conflict resolution (CDR).
• Strong documentation and case file management skills.
• Excellent communication and facilitation skills.
• Ability to handle sensitive cases with confidentiality and professionalism.
• Fluency in English (French is an added advantage).
• Strong commitment to humanitarian principles and safeguarding.
• Computer Savvy and good reporting skills.
