Position Details

Job Title: Monitoring and Evaluation (M&E) Officer
Duty Station: Kumba, South-West Region (with frequent travel to Meme and Manyu Divisions)
Contract Type: Full-time
Duration: 12 months (renewable based on performance and funding availability)
Reports to: Project Manager

Job Purpose
The Monitoring and Evaluation (M&E) Officer will lead the design and implementation of
monitoring, evaluation, accountability, and learning (MEAL) systems for the ongoing gender
equality and protection project and support M&E functions across other AMEF projects.

The officer will ensure systematic data collection, analysis, reporting, documentation of results,
and compliance with donor requirements.

Key Responsibilities
1. M&E Planning and System Development
• Develop and operationalize the project M&E plan in line with the logical and results
framework.
• Design data collection tools (baseline, endline, surveys, monitoring trackers, evaluation
forms).
• Establish gender-sensitive and conflict-sensitive indicators.
• Ensure proper beneficiary disaggregation (sex, age, disability, category).
2. Monitoring and Data Collection
• Conduct baseline assessments in target communities.
• Monitor project activities including trainings, roundtables, campaigns, award
ceremonies, radio and TV programs.
• Ensure data quality control, verification, and secure storage.
• Track progress against key project targets and indicators.

3. Reporting and Documentation
• Prepare monthly, quarterly, mid-term, and final M&E reports.
• Support donor reporting processes.
• Document best practices, case studies, and lessons learned.
• Develop summary dashboards and data analysis reports for management.
4. Evaluation and Learning
• Coordinate mid-term and final evaluations.
• Facilitate reflection and learning sessions with project teams.
• Provide evidence-based recommendations to improve project performance.
5. Institutional Support
• Support development of M&E frameworks for other AMEF projects (education, WASH,
livelihoods, protection).
• Train staff on data collection tools and reporting templates.
• Contribute to proposal development through indicator and logframe design.

Required Qualifications
Education
• Bachelor’s degree in Monitoring & Evaluation, Statistics, Development Studies, Social
Sciences, Public Policy, Gender Studies, or related field (Master’s degree is an asset).
Experience
• Minimum of 3 years’ experience in M&E within humanitarian or development programs.
• Experience working on gender, protection, GBV, or peacebuilding projects is highly
desirable.
• Experience with donor-funded projects.

Technical Skills
• Strong knowledge of Results-Based Management (RBM).
• Experience in quantitative and qualitative data collection methods.
• Proficiency in Excel and data analysis tools (SPSS, Power bi, KoboToolbox, ODK or
similar).
• Strong analytical and report-writing skills.
