Supervises: Field Officers, Community Mobilizers, Artisans, Contractors (during works)

1. Position Summary
The WASH / Shelter Officer provides technical leadership and field supervision for all WASH and
Shelter infrastructure, NFI, cash/voucher, and community governance activities implemented
by AMEF.
The Officer ensures that all sector activities are implemented according to approved technical
standards and are capable of delivering the specific indicators related to use of items as
intended, infrastructure functionality, governance structures, hygiene behaviour change,
and occupancy/use of shelters and facilities as required by donors.
2. Key Duties and Responsibilities
2.1 Technical Planning and Activity Design
The Officer shall:
• Translate project logframe indicators into practical field implementation plans.
• Develop BOQs, technical designs, and activity plans for WASH and Shelter works.
• Plan NFI, shelter kits, hygiene kits, and cash/voucher distributions in line with intended
use indicators.
2.2 Supervision of WASH and Shelter Infrastructure Works
The Officer shall:
• Supervise construction/rehabilitation of:
o Water points, boreholes, springs, storage units, handwashing stations
o Household and institutional latrines
o Emergency and transitional shelters
• Supervise artisans, contractors, and community labour.
• Ensure facilities are functional, accessible, gender-segregated, and safe 3 months after
completion.
2.3 Governance Structures and Community Capacity Building
The Officer shall:
• Establish and train WASH committees, water governance structures, sanitation and
hygiene structures.
• Train communities on maintenance of water systems, latrines, shelters, and
infrastructure.
• Support hygiene promotion campaigns and shelter awareness sessions led by
governance structures.
2.4 NFI, Shelter Kits and Cash/Voucher Distribution Oversight
The Officer shall:
• Supervise distribution of:
o Essential household item kits
o Shelter kits and shelter contributions
o Hygiene, sanitation, and water handling kits
• Ensure beneficiaries are trained on correct use of items.
• Ensure proper documentation to allow Post Distribution Monitoring on use as intended
within 1–3 months.
2.5 Water Quality, Hygiene and Behaviour Change
The Officer shall:
• Oversee water quality testing and promotion of point-of-use treatment.
• Ensure households use clean, covered water storage containers.
• Promote handwashing facilities with soap and water at household and institutional
levels.
• Support menstrual hygiene management and dignity kit distribution.
2.6 Monitoring of Infrastructure Use and Occupancy
The Officer shall ensure:
• Shelters are occupied by intended beneficiaries within required timelines.
• Latrines, water points, schools, and handwashing stations are in active use months
after handover.
• No stagnant water or environmental sanitation risks around facilities.
2.7 Documentation, Reporting and Evidence
The Officer shall:
• Maintain technical files, BOQs, handover certificates, and construction reports.
• Provide photos, GPS points, beneficiary lists, and activity evidence.
• Support MEAL Officer during PDM, KAP surveys, and post-construction monitoring.
2.8 Conflict Sensitivity, Gender and Safety
The Officer shall:
• Ensure safe access to water and latrines for women and girls.
• Ensure gender-segregated and protection-sensitive infrastructure design.
• Apply “Do No Harm” principles during targeting and construction.
3. Required Qualifications and Experience
• Bachelor’s Degree in Civil Engineering, Water Engineering, Environmental Health,
Construction, or related field.
• Minimum 4 years’ experience in WASH or Shelter programming in humanitarian
contexts.
• Experience supervising infrastructure works and contractors.
• Experience with NFI and cash/voucher programming.
• Strong understanding of hygiene promotion and community governance models.
4. Core Competencies

• Most be Computer Savvy and good in reporting
5. Key Performance Indicators (KPIs)
Performance shall be assessed based on ability to achieve indicators such as:
• % households using NFIs, shelter kits, hygiene kits as intended
• % shelters occupied by intended beneficiaries after handover
• % latrines, water points, and handwashing stations functional after 3 months
• governance structures created and trained
• Evidence of hygiene behaviour change at household level
• Quality of technical documentation and handover files
6. Code of Conduct and Accountability
Bound by AMEF policies, safeguarding, conflict sensitivity, gender policy, and donor technical
standards.
7. Declaration
